Allah forces people to eat Toeijb (Halal) food. In the vision, God first forbids eating bad food before killing people.

Both are prohibited in violation, but Allah Almighty stopped the prohibition of destruction of property before he prohibited killing.

Most evil people do not commit murder unless there is a reason to do so. If people can control food and drink by fraud, theft and robbery, then death can be controlled.
